Exclusive: Surveillance Video Shows Moments Before Man Killed By Police

MIAMI (CBSMiami) – Miami-Dade Police Homicide detectives are investigating the deadly shooting committed by a Miami Beach officer with six years on the force.

But two days after the incident, neither department is releasing his name or personnel file.

But CBS4 News is getting an exclusive look at the man who was killed, moments before the confrontation.

Crazy, erratic, agitated – that's how employees inside the Razzledazzle Barbershop in Miami Beach described David Winesett as he charged around their shop, eluding police who planned to arrest him for a nearby attempted bank robbery.

"He came into the door and he was running – of course they get scared," said shop manager Joaquin Cintron.

As female employees hid in the bathroom, a male employee tried to convince him to leave peacefully. Instead Winesett began throwing things, knocking them around, he grabbed a phone and at one point he picked up a straight edge razor from one of the barber stations. A move that proved to be deadly.

Winesett waved that razor around and then pointed it at the female officer, that's when one officer tased him, and another shot him with a high-powered rifle.

"He was gesturing for them to like come at him. It was really fast, I just heard the two gunshots and saw him go down, and then saw the police doing CPR," said a witness to the police shooting.

Barbershop employees told CBS4's Natalia Zea, that inside the shop, Winesett said he had been in jail for 20 years and that he was never going back.

Police say Winesett was transferred to a halfway house in Little Havana to finish out the remainder of his prison sentence for a laundry list of charges including bank robbery in Florida. An employee tells Zea those who are committed at the home, are not allowed to come and go as they please.

Police say Winesett was considered an escapee of that halfway house.

The investigation into the deadly shooting continues.

Police say the officer who shot Winesett was wearing a body camera, so investigators should get a good idea of how everything looked from his vantage point.
