MIAMI (CBSMiami) – He was once one of the most powerful men in Miami-Dade County, serving as both Police Director and Mayor, now Carlos Alvarez has found himself on the wrong side of the law.

According to an arrest affidavit from the Coral Gables Police Department, Carlos Alvarez, 63, was arrested and charged with one count of Battery against his girlfriend.

According to the police report, Alvarez has been in an ongoing relationship for 14 years. "Based on the victim's sworn statement and the sworn statement of her teenage daughter, a pattern of domestic violence has developed since 2013 until present."

The report states that on April 23rd, 2016, the girlfriend went to return Alvarez's cat. While inside a parking garage, the two got into a verbal argument which escalated and "the defendant grabbed the victim by both arms and pinned her against the wall in the building's parking garage. The defendant began spitting at the victim while he was yelling profanities at her," states the arrest affidavit.

Alvarez turned himself in to the Coral Gables Police Department where he was arrested and transported to the Turner Guilford Knight Correctional Center.

Alvarez was elected Mayor in 2004 after serving as the County's police director for seven years.

He was later booted from office in the largest recall of a local politician on March 15, 2011.

In the years after being ousted, Alvarez became a champion bodybuilder.
