TALLAHASSEE (CBSMiami/AP) — The Florida legislative session begins Tuesday and Gov. Rick Scott will give his last State of the State speech before asking voters to elect him to a second term in November.

The speech Tuesday will highlight accomplishments of his first three years in office and lay out goals for the final year of his term.

The speech marks the opening of the 60-day legislative session. Scott will tell lawmakers that he wants to continue cutting taxes, including proposals for $500 million in cuts this year.

That will include a rollback of the vehicle registration fee increases passed in 2009.

The governor also wants to keep college tuition rates flat. Scott will ask legislators to repeal laws that allow universities to raise tuition above rates set by legislators.
