Prosecutors have argued that Dr. Melgen, an ophthalmologist, is a flight risk. Melgen has pleaded not guilty in the 76-count fraud case, in which he’s accused of falsely diagnosing patients with serious eye conditions that allowed him to then perform unnecessary and costly procedures.

He’s also pleaded not guilty in the separate New Jersey case that accused the doctor of trading donations, flights and vacations for favors from Menendez.
