Man Accused Of Exposing Himself To Children

CORAL SPRINGS (CBSMiami) – A 30-year-old man is behind bars after police say he, on two separate occasions, exposed himself to children.

Jorge Manuel Garcia was arrested Wednesday. He is accused of knowingly and intentionally exposing himself to children.

"You've been charged with lewd and lascivious exhibition," Judge John Hurley read in magistrate court Thursday morning while figuring out bond for Garcia. "The court is very concerned about the safety of the community, especially young girls in the community."

On April 24, at approximately 6:30 PM, Garcia is seen on surveillance walking past a parked car in the Walgreens parking lot, according to the arrest report. The victim, a 12 year-old, was sitting inside a car while her mother was inside the store shopping. Surveillance, according to the report, captures the defendant looking at the victim's car. He then changes directions and again walks past the car looking inside. He then reportedly goes out of view of the camera.

According to the arrest report, after going out of view of surveillance, a late model red Chevy pickup, with a camper on top of the bed, pulls up next to the victim's car.

"You allegedly pull up, expose yourself and behave in a lewd manner in front of this girl who is sitting in the car, waiting for her mother inside the store," the judge read from the police report Thursday.

Once the defendant fled, police say the child provided a statement and police were on the lookout.

In another incident, on April 30th according to the report, a person called 9-1-1 when a red Chevy pickup with a camper stopped and the driver began talking with a female child. At the same time, a school bus passed by the stopped pickup and the bus attendant saw that the man was exposed and was masturbating. The bus driver reportedly alerted the child yelling, "stranger danger" and the child ran away.

The person that called 9-1-1 followed the defendant's pickup and was able to get the tag number. The caller also saw the defendant approach two other female children who ran away from the truck. The caller was shown the pickup captured on surveillance from the 24th and said it was the same car.

On May 1st, the pickup was located at the defendant's residence. He had to provide a photo for a lineup.

On May 5th, according to the arrest report, the victim was shown a line up and picked the defendant.

"The court believes you, the community, is not safe with you on the street. Your bond's $500,000."

Even if Garcia could post the half million dollar bond he would still not be released from jail.  His bond was revoke on two previous charges.
