According to FDOT, the full lane closure is necessary for safety reasons while they put up a sign structure and panels for the Port of Miami Tunnel  project.

Scheduled to open to traffic on May 2014, the $1.2 billion project will provide a direct access between the Seaport, I-395 and I-95 by creating another access to PortMiami besides the Port Bridge, which is currently the only connection to the mainland.
