HIALEAH (CBS4) – A Hialeah couple charged with neglect after police found their toddler son living in filth in a hotel room remain in jail Monday night.

Hialeah police spokesman Detective Eddie Rodriguez said they received a 911 call Saturday about a two-year old who was not breathing and unresponsive at the Rainbow Inn Motel near West Okeechobee Road.  Listen to the 911 call here.

“He looked like a concentration camp victim from a World War II documentary; he was emaciated,” said Hialeah Police Detective Carl Zogby.

Arriving officers started CPR on the boy until paramedics arrived. He was taken to Miami Children’s Hospital in serious condition.

According to Rodriguez, doctors said the child suffers from a pre-existing medical condition, but that had nothing to do with the condition in which he was found. First, he was severely malnourished and weighed only about 15 pounds, half of what his normal weight should be.

Also, there was fecal matter stuck to his skin, there were severe lesions on his back from being bed ridden, he was dehydrated and his toe nails looked as though they had never been cut.

“They just neglected him to death,” Detective Zogby said.

Hialeah police said there were diapers in the room 3 feet high along with dead and live animals in the room. There was also fecal matter on everything in the room.

Rodriguez said  the boys parents, Vincent Collins and Savannah Sholter, were arrested and each charged with one count of child neglect; they’re being held on $7,500 bond.

Collins is a machinery technician for the U.S. Coast Guard.  According to investigators, Collins and Sholter were staying in room 23 at the motel with a one-year-old baby while they left their other special needs son alone in room 19.

The Department of Children and Families has taken custody of the couple’s second child.

      Drugged, drunk, and wind up getting pregnant. No idea how to care for themselves let alone a child. They look a little “duh” to begin with. Sterilization should still be an option.

    as a mother of a special needs child and of two children who are completely healthy this story makes me sick and I HOPE THEY ROT IN JAIL FOR THE REST OF THEIR LIVES they do not deserve to have any MORE CHILDREN.. how dare they treat that poor baby boy that way!!! you are both SCUM!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

    Who Can parents be so cruel….? i see this & it angers me why not let the child go family members that are willing to care for him. Bettr yet froster homes…. a child is the most precious beings in this world…. really what is this world coming too… i hope they get the max punishment for this but yet again our laws allow people like this to have family & let them free i hope they suffer more then what this poor child has already…..

So they may be slobs, but Vincent and Savannah love their kids, and they are damned good parents under the circumstances!

    sorry about the double comment. lag. anyway. the emaciated child is continuing to lose weight in the hospital, so if medical professionals cant get him to gain weight how are new parents supposed to even with following direct medical instructions (which they did). also with his condition he is unable to move on his own and can barely sit on his own, laying is all he can do unless being held. and i said theyre slobs, im not denying that. the 2 rooms are adjoining rooms and yes he slept in the other one; in a normal house or apt he would also have his own room. look im not condoning their filfth, but he works 16 hours a day and she chases a 1 yr old around while taking care of a special needs toddler. things got overwhelming and they are both too proud to ask for help. things are being taken care of tho, the childrens grandparents are in the process of getting custody.
