Why aren't stray pets getting picked up?
There are at least 4 stray dogs in my complex 311 won’t do anything. These dogs try to attack my leashed dog. It’s ridiculous.

Because if they get picked up they will be killed, is that what you want? Maybe your dog shouldn’t have the right to live either. Besides, did they really try to attack your dog? If they did, then and only then the authorities need to be involved. Are you assuming they are strays? Maybe they belong to someone and they just out accidently and just wanted to sniff your dog, you know that’s what dogs want to do. Seriously, maybe your ridiculous.
