Once the Lien is activated the Property Owner Has No Rights in Miami Dade County, Team Metro Miami Dade County Building & Neighborhood Compliance just show up whenever Team Metro MDC B&NC want, cut the locks, cut the fence do what ever necessary to gain access onto private property, threaten arrest for obstruction, but of course this may just be Selective Enforcement, or a Witch Hunt.

There’s not enough information for a good answer. Code enforcement has wide ranging powers to act, especially if public safety is involved. They can have cars without tags towed, have “junk” in yards removed, etc, after proper notice to the property owner.
