Where would I go if I have a life saving invention but do not have the money to fund it

life saving Idea that I do not have the money to fund .. for Tornado and hurricane victims. Its called to padded suit.. it will be a regular over sized sweat suit but padded on the inside .. sort of like a sumo wrestler suit but not so large and with more freedom in movement .. leather gloves a helmet and goggles to protect the eye .. so when they hear to first siren they put it on and proceed to the safe zone in the home .. let me know where I can go to get this idea funded . thanks
