TAMPA (CBSMiami/AP) - President Barack Obama will head be in Tampa on Tuesday afternoon to meet with active duty service members at MacDill Air Force base, which is the headquarters for the U.S. Special Operations Command.

The White House says Mr. Obama wants to thank the service members who have played an increasingly large role in the nation's fight against extremist groups and have participated in some of its most stunning successes. The chief example is the operation that killed Osama bin Laden in May 2011.

While there the president will also give his final speech about the U.S. counter-terrorism strategy.

Ben Rhodes, deputy national security adviser, says Obama has focused on building a more sustainable approach to dealing with extremist groups.

Rhodes says that approach centers on local troops "securing these places for themselves" while the United States provides intelligence and training to complement a U.S.-led coalition air campaign.
