MIAMI (CBSMiami) – A memorial service was held for the man shot and killed by a Florida Highway Patrol trooper.

The deadly encounter was caught on camera, and now Doll Pierre-Louis' family plans to sue FHP.

"Doll was, from my understanding, on his way home from dropping his sister off at work and bringing his mother's car back to her," said family attorney Marwan Porter.

But instead, Pierre-Louis was killed during an encounter with an FHP trooper and the family wants answers.

"We're in the initial stages of doing our due diligence to determine what happened, why it happened.  What lead the officer to pull up his motorcycle up to Doll's vehicle," said Porter.

Surveillance video shows a Florida Highway Patrol motorcycle trooper trying to pull over a red Nissan during a traffic stop near the Palmetto Expressway at NW 37th Ave. and NW 167th St.

Pierre-Louis, the driver of the Nissan tries to get away and the trooper tries to stop him, even jumping on the hood of the car. The trooper ends up shooting Pierre-Louis through the windshield as he's thrown off the car. The trooper pulls off a running landing as the car speeds off.

"It's very tragic.  It seems like it could have been and should have been avoided," said Porter.

Moments after speeding away from the gas station, Pierre-Louis plows head-first into a woman behind the wheel of a black SUV.  The impact sent the Nissan crashing into a fence.

A Good Samaritan tried to perform CPR on Pierre-Louis, but he died on scene.

"We hope to bring about change and effectuate change to policies and procedures that will protect everybody," said Porter.

The Florida Department of Law Enforcement is investigating the shooting.
