FDLE Investigating After Man Dies In Officer-Involved Shooting

MIAMI (CBSMiami) – The Florida Department of Law Enforcement is winding up the first phase of their investigation into an officer-involved shooting that ended in a 22 year old's death.

Det. George Eugene, who works for the Miami-Dade Police Department's Northside gang unit, was patrolling a well-known drug area with other officers Thursday afternoon.

Eugene, who was in plain clothes, approached several men sitting outside a condo unit at NW 76th Street and 21st Avenue at around 3:50 p.m.

"The officer observed the male removing a firearm from a waist band at which point the officer did shoot at the male subject striking him," said Miami-Dade Police Det. Marjorie Eloi.

Eugene hit 22-year-old Kentrill Carraway who was rushed to the hospital where he died.

The FDLE, by policy, investigates all Miami-Dade Police Department officer-involved shootings.

It's important because Carraway's family says he did not have a gun.

Carraway's uncle, Clarence Glover, said, "I never knew him to be toting a weapon. From what I am hearing he did not have a weapon."

But police said a gun was found at the scene.

"I can confirm that a firearm was recovered... and is in the possession of investigators," Eloi said.

Carraway, known as "Lil Elmo" on the streets, had minor scrapes with the law. The father of one was starting a new job Saturday and had a 23rd birthday coming up in nine days.

"At the end of the day I just want justice for my brother, that's, that's it," said Teshara Carraway, Kentrill's sister.

Sources within the department told CBS4 that none of the gang-unit officers were wearing body cameras.

Det. Eugene is a 9-year veteran of the force.
