Accident Report Blames Driver Of Speeding Dump Truck For Deadly Crash

MIAMI (CBSMiami) – A recently released accident report blames the driver of a speeding dump truck for a deadly multi-car crash in Miami. Yet, he isn't even the person police arrested.

Video from the April 8th crash captured the dump truck plow into a yellow taxi cab at N.W. 7th Street and 17th Avenue.

"It was like something out of a movie, you do not believe it is happening in front of your face. It was really surreal and I am happy to be alive," said witness Jaime Firestone.

According to the accident report, dump truck driver Larry Lonnell Ellis is clearly to blame.

The report stated he "ran red light, drove too fast for conditions, exceeded posted speed and operated in an erratic, reckless or aggressive manner."

However, the report does state the city of Miami employee wasn't distracted at the time of accident.

Pamela Kay Plummer, 69, was killed while riding in the back of the cab. She always took the cab because she was afraid of getting into an accident.

No charges have been filed and a toxicology report has not been completed.

The only arrest is one of the victims who had other traffic infractions not related to the dump truck incident.
