During the Republican National Committee's annual Spring meeting, the RNC's spokesman admitted Donald Trump's allegations that the party has "rigged" the nomination process against him is having a discouraging effect on the party.

"As the party goes it's not helpful or constructive for us," Spicer told CBS4's Jim DeFede during an appearance on Facing South Florida. "I think we do go to a lot of lengths to make sure that people understand the process and we are as transparent as possible and that we do everything we can to educate individuals."

He also said that if Trump is the nominee, Reince Priebus will remain the RNC's chairman despite Trump's frequent attacks on Priebus.

He said Trump would not be able to fire or marginalize Priebus.

"Can't do it, cannot do it," Spicer said. "First of all it would be silly to do that. Reince has been the most successful chairman in party history. Look at what he's built. We have the best ground game. Mr. Trump is a smart businessman. The last thing he would do is take away the smartest guy on the field."
