MIAMI (CBSMiami) -- Secretary of State John Kerry does not agree with Cuba or Carnival's policy against Cuban-born American citizens.

On CNN en Español, Kerry criticized Cuba for its policy not allowing Americans born on the island to travel there on Carnival Cruise Line's upcoming trips – and Carnival for going along with that policy.

"We should not be in a situation where the Cuban government is forcing its discrimination policy on us," he said.

"What about Carnival? Should they wait?" the CNN reporter asked.

"Carnival needs to not discriminate," he responded.

Just hours after that statement, Kerry backtracked.

A spokesperson released a statement, which read:

"Secretary Kerry in no way meant to convey that Carnival is supporting policies that are discriminating against Cuban-American travelers."

The secretary of state met with Department of State personnel in the region during his stop. The meeting took place at the the passport agency located at 1501 Biscayne Boulevard. He was also scheduled to meet with Cuban-American leaders in the same building.

Following his meeting, Kerry addressed Miami-Dade Honors College students at Miami's historic Freedom Tower.

Kerry tweeted about the engagement Thursday.

His visit comes a day after Kerry spoke about the State Department's release of their annual human rights report in which he spoke about Cuba.

Kerry said he "and President Obama have urged Cuban authorities to allow more political openness and online access."

He added, "There is no question in my mind that most Cubans are far more interested in plugging into the world economy than in recycling arguments left over from the Cold War. The only question is how long it will take for the officials in Havana to catch up with the population."
