MIAMI (CBSMIAMI/NSF) - Governor Rick Scott has signed off on a plan to create a Holocaust memorial at the Capitol.

The proposal, which passed in the last legislative session, directs the state Department of Management Services to set aside space in the Capitol Complex for the memorial. The department also will build the memorial after receiving recommendations from the Florida Historical Commission. The department will also have to coordinate the effort with the Division of Historical Resources of the Department of State.

A Senate staff analysis said the cost of the memorial can't be determined until the design is completed. Often, memorials are administered by support organizations without state funding, the analysis noted.

House sponsor Jared Moskowitz, from Coral Springs, said during this year's legislative session that such memorials are important because soon there will not be witnesses to the Holocaust who can testify about what happened.

"Without witnesses, people will try to change history," Moskowitz said.
