Body-Cam Video Released Of Police-Involved Shooting In Florida

ORLANDO (CBSMiami) -- Police in Florida released the body-cam video of an officer-involved shooting in Pine Hills.

A 17-year-old driver was arrested, after police shot him in the shoulder. Police say the car was stolen. The Orlando Police officer says he feared for his life when he fired into a moving car.

A witness said the officer wasn't the only person fearing for his life.

A woman bystander feared for her life.

"Never in my life have I experienced anything like that. My life just flashed in front of me," said witness Jamie Mincey.

Mincey heard the commotion as she was walking out of a store.

"Everything happened so fast. I just froze. Went into a state of shock, because I wasn't expecting them to just pull out guns and just open fire," said Mincey.

Orlando Police said Officer Jonathan Mills had to fire his weapon at the 17-year-old driver.

Moments earlier, Mills and another officer tried to get the driver to stop for a seat belt violation, even breaking the front driver's window with their batons to get him to stop.

"Put your hands on the wheel. Now," you heard the officer saying.

That's when the teen backed into Mincey's car and shots rang out.

"Shots fired. Shots fired," you can hear police saying. "I had two passengers that fell out on the ground."

Mincey said she didn't know if someone in her family was hit, worried that police shot with innocent bystanders so close by.

"I'm just thanking God that I'm alive. I got four children that need me, and they could've took my life trying to kill somebody else, when all I was trying to do was go to the store," said Mincey.

The teen driver, in what officers later learned was a stolen car, drove to Stonybrook Lane. He and two others ran away. Only he was caught.

Mincey knows police were just doing their job, and protecting themselves, but she wishes they would've thought about her too.

"It's sad. It's just sad," said Mincey.
