MIAMI (CBSMiami) - The man suspected of sniffing a woman's feet at a library on the campus of Florida International University went before a judge on Wednesday.

During the hearing Miami-Dade Judge Mindy Glazer order Eddy Juan, 52, to stay away from FIU's campus and set bond at $18,500.

On Monday, FIU police released a picture of a man under a table smelling a woman's foot at the Green Library. It happened in late August. Police also released a photo of the foot sniffer leaving campus on his scooter.

FIU Police Chief Alexander Casas said that almost immediately after the security photos were released to the media, police received at least half a dozen calls from tipsters, and even Juan's acquaintances, who identified him by name.

Detectives arrested Juan on Tuesday afternoon after officers say they tried to pull him over and he took off on his scooter and crashed at SW 58th Street and 97th Court.

"Without the community's assistance and the media's help and our outside lawn enforcement, we couldn't have solved this case," Alexander said.

Juan is a registered sexual offender. He was arrested in 1997 for lewd and lascivious assault on a child, according to Miami-Dade court records. He avoided prison time and was sentenced to ten years probation.

Given his past history of sex offenses, investigators wonder what else one may have been up to.

"If there are other cases out there we would like to hear about them," said Sgt. Roger Irving of the Miami-Dade Police Department's Special Victims Unit.

"Once you are a sex offender, you are always a sex offender," said Miami-Dade Detective Alvaro Zabaleta.

Eddy, who is homeless and unemployed, is facing a number of charges including violation of sexual offender registration, fleeing & eluding police, reckless driving, aggravated assault and resisting arrest without violence.
