North Miami Mom Confronts Accused Pervert

MIAMI (CBSMiami) – A North Miami mother says she confronted a man accused of exposing himself to her 8-year-old daughter.

The mother of the girl says her daughter was doing one of her chores on Thursday afternoon – throwing away some trash outside the family's apartment. When she went back in the building, a neighbor, Luciano Monroe, exposed himself.

"What the (bleep) are you asking me?" the mother says on the video. "What is wrong with you?"

The child said she was scared and she ran to tell her mom.

"I felt like he was going to do something to me," the child said. "I told (my mom) there was a man outside and he showed me his privates."

This mother asked that we use her first name, Tiffany. She said her daughter is freaked out.

"She's still a baby," she said. "Her mind is just developing."

Tiffany says she confronted Monroe because she will do whatever she must to protect her daughter. She said he made a lewd comment to her about his private parts.

"That's my child," Tiffany said. "You're not going to hurt my daughter. You're not going to do anything to hurt my daughter because that's my child."

Tiffany says she's angry at Monroe's behavior but she says she's also angry that no one – including the landlord – informed her of Monroe's criminal record when they moved in a few weeks ago.

"Everybody should have told us," she said. "Everybody was aware. What do we do? We didn't know. We just moved in here."

CBS4 News checked the arrest records of Luciano Monroe, which show he's been arrested numerous times for a variety of charges including aggravated battery, theft and drug possession since 1983. He is charged in this case with lewd and lascivious exhibition.
