According to the Broward Sheriff's Office, the female dog was beaten and then thrown to the ground by Robert Noel on the Fourth of July.

Investigators said Noel said he "went crazy" and began beating the dog because she wouldn't leave the apartment. They said he admitted to tossing the dog over the railing.

Neighbors are outraged.

"That is mean and that is cruel," said Jasmine Mathis. "They have no respect for themselves if they do that to a dog."

One neighbor said he heard the commotion.

"I just heard the dog. It sounded like someone was hitting it, it was yapping," said Danny Hall. "I knew something was happening. Somebody was doing something to it."

Dr. Justin Fyfe from Coral Springs Animal Hospital is taking care of the dog.

"If it is in fact what happened, she's actually very lucky that she didn't sustain any injuries," said Dr. Fyfe.

Dr. Fyfe said despite the violence the dog is in great shape.

"You can see that in between her eyes there she had a little bit of a raspberry, almost. And then on the inside of her legs she had a few marks, nothing substantial."

The doctor also pointed out that the dog, despite the circumstances, seems to have a pretty good disposition.

"She's a great dog. She hasn't shown any fear or aggression toward us at all. I think she would do great in a home with a family or an individual," Dr. Fyfe said.

BSO investigators have not said whether the dog will be available for adoption.

Noel is being held on a $2,500 bond for cause cruel death pain and suffering on an animal.
