Jose Martinez was at a Walgreens nearby when the victim, who was shot in the hand, walked in.

"When I saw the floor there was a bunch of blood right next to the doors," he said.

Martinez said he left Walgreens and went to work two blocks away, which was exactly where the traffic altercation happened.

"There were some cops here on the avenue looking around," he recalled.

Martinez saw as they brought a man to the scene to explain to the officers what happened.

"He was nervous. He was looking around he was looking everywhere," said Martinez.

The van and SUV involved somehow ended up two blocks away in that Walgreens parking lot around 4:15 p.m., when both men involved called 911.

The victim was transported to Memorial Regional Hospital in stable condition with non-life threatening injuries.

One subject was detained and is being questioned by investigators.
