Exclusive: Surveillance Tape Shows Mom Accused Of Abandoning Baby After Taking Flakka

BOYNTON BEACH (CBSMiami) - New surveillance tape shows some disturbing images of a disoriented mother wandering aimlessly through a Dunkin Donuts parking lot in Boynton Beach after police say she abandoned her baby girl nearby. They said she had admitted to taking the synthetic drug "flakka" the night before.

The baby, according to police, was discovered crying and shivering by a drug treatment center at a nearby office building--but there could have been tragic consequences.

The surveillance tape obtained by CBS4's Peter D'Oench captures the woman around 7 a.m. last Thursday in apparent distress. At one point she is holding her hands over her head. A store employee said he saw her sleeping in the parking lot and told her to leave.

Police said the mother said she remembered making several stops and "fed the child some bacon cheddar chips and put Sprite in her baby bottle for her to drink," according to the arrest report.

"Well it is sad," Boynton Beach resident and mother of two Susan Modica said. "It is sad for both of them and sad for the child. She needs more care than that and the mom needs help."

Modica and others said they were alarmed by the surveillance tape of a disoriented parent after she walks away from the Dunkin Donuts. She is also seen on a sidewalk near traffic by a Walmart store across the street on Gulfstream Boulevard.

"I'm just very disturbed by the whole thing," said South Palm Beach resident Rita Lancieri. "I mean I just can't even imagine it. You hear about this stuff all the time. It's very depressing."

Investigators say 20-year-old Qushanna Doby went looking for her child who is around a year old and was arrested for child neglect.

An employee at the drug treatment center took some photos of what she found outside her office and told CBS4, "There was a towel, diapers, a baby show and a baby bottle."

According to a police report, Doby admitted to smoking flakka regularly which she said caused her to have hallucinations in the past. She was not sure how she ended up at the Dunkin Donuts.

As we've seen, Flakka has prompted bizarre behavior, making one man run naked through the streets and another person try to break in to a police station.

Doby lives in a home in Lake Worth. That's where a friend who did not want to give her name said Doby had been "off her rocker" last week.

"Definitely she needs help," said Lancieri. "It's the child and what happened to her that gets me more than anything."

Susan Modica said it was no way for any parent to behave.

"I hope she gets some help with her drug addiction as well," she said. "Obviously she is not going to function well in society as they're going."

The Department of Children and Families said Doby's child is in foster care. She has been in jail since her arrest. Her bond is $3,000.
