WEST PALM BEACH (CBSMiami/AP) — A federal grand jury has indicted a Florida deputy accused of beating a handcuffed inmate.

An indictment returned Tuesday charges 46-year-old William D. Wheeler with deprivation of rights and falsification of records. He was arrested in February and placed on paid leave.

Prosecutors said the alleged assault took place in October 2013 when the Palm Beach County deputy was assigned to a jail and the inmate was being treated in the facility's medical unit. Wheeler is accused of putting his hands around the man's neck, striking his head against the wall, pulling him to the floor and kneeing him in the face, all while handcuffed, then lying about the incident in a report.

Wheeler's attorney did not immediately return a call or email seeking comment.
