FT LAUDERDALE (CBSMiami) - A man has been charged in a deadly shooting in Pompano Beach over the weekend.

Broward sheriff's deputies were called to an apartment building at 240 N.W. 9th St. Sunday morning around 8:30 a.m. after receiving reports of a disturbance.

When they arrived they said they found the body of Jules Celifete, known as Reggie to his neighbors, lying outside an apartment with an apparent gunshot wound. Residents described the victim as a nice man who often stood outside.

"I see pow, pow, pow.  When I open the door and look I see man running," said Celifete's neighbor Simone Salmeom.

Witnesses said Kerveny Arthelus, 28, had been banging on apartment doors with a gun in his hand. They then heard gunshots and saw the man on the ground.

According to investigators, Arthelus showed up at the apartment complex looking for something, or someone.

"I was inside house and I see somebody knock on my door two times.  I did not open the door," said neighbor," Michelene Simone.

Moments later, that's when they heard gunfire and saw Celifete slumped under a tree with bullet wounds.

"They shot, boom, boom.  Now I see somebody yell help, help.  I open the door and I see this guy on the floor," said Simone.

Celifete was living with his longtime friend Laudertine Attile. The two have known each other since their time in Haiti. Attile told CBS4's Ted Scouten that Celifete stayed inside a lot because he was battling sickle cell disease.

Detectives were lead to Arthelus through tips. They were directed to an Instagram account that showed Arthelus with a gun and a car that fits the same description from witnesses.

Arthelus was arrested near his home around 1:45 p.m. He's been charged with first degree murder.

Even with his arrest, many questions remain.

"Our detectives are still trying to figure out what was the motive behind this," Officer Keyla Concepcion said.
