Thirty-eight year old Blanco, according the arrest affidavit, met the victim, a now 18-year-old female, at the park in July of 2013.

On April 7th, the victim disclosed that Blanco would communicate with her via text.

In November and December of 2013, according to the arrest report, the Blanco and the girl engaged in sexual acts in the break room of the park at least once a week over a two months time span.
